解説

このプロパティにRDFファイルへのパスを表すURL文字列を設定します。
LoadURLプロパティを使用するには、IIS上でRDFファイルの保存先フォルダに対する匿名アクセスの設定を行う必要があります。

IISの「規定のWebサイト」から、RDFファイルの保存先となっている仮想フォルダ（下記コードの場合"LoadUrlTest"）のプロパティを開きます。
「ディレクトリセキュリティ」タブを選択し、「匿名アクセスおよび認証コントロール」の「編集」ボタンを押します。
「匿名アクセス」をチェックし、「認証済みアクセス」の「統合Windows認証」のチェックを外します。
