コレクション内の指定したインデックスにセクションを追加します。

Insert(Int32,Section)	コレクション内の指定したインデックスにセクションを追加します。
Insert(Int32,SectionType,String)	種類と名前を指定して新しいセクションを作成し、SectionCollection内の指定したインデックスに挿入します。
