Insert メソッド (BaseCollection)

BaseCollectionの指定した位置（インデックス）に項目を挿入します。

パラメータ

index: オブジェクトを挿入する位置（インデックス）（Int32 型）
value: 挿入するオブジェクト（Object 型）
