指定したセルからメモ（コメント）を取得します。

row: セルの行インデックス
column: セルの列インデックス

戻り値の型

セルのユーザー定義のセルノート値を含む String

例外

例外	説明
System.ArgumentOutOfRangeException	指定された行インデックスは範囲外です。有効な値は０から行の総数までです。
System.ArgumentOutOfRangeException	指定された列インデックスは範囲外です。有効な値は０から列の総数までです。
