パラメータ

width: 新しい画像の幅（ピクセル単位）。
height: 新しい画像の高さ（ピクセル単位）。
stride: 1つのスキャンラインの先頭と次のスキャンラインの間のバイトオフセットを指定する整数。
scan0: ピクセルデータを含むバイトの配列へのポインタ。

戻り値の型

画像のバイナリストリームデータ。
