パラメータ

toRow: 移動先範囲の開始行インデックス
toColumn: 移動先範囲の開始列インデックス
options: 実行されるデータ型を示すオプション。

戻り値の型

セル範囲が移動された場合はtrue、それ以外の場合はfalse。
